Dr. Halima Leak Francis named program director and professor of practice at Tulane
NEW ORLEANS, LA – Halima Leak Francis has been named program director and professor of practice for the Tulane University School of Professional Advancement Public Administration Program.
Dr. Halima Leak Francis’ two decades of experience in the field include work in the non-profit sector, higher education, and philanthropy. An accomplished educator, practitioner, and scholar, her expertise is primarily in the areas of organizational capacity building, strategic planning and sustainability. Throughout her career, her work has served to promote the strengthening of communities through meaningful multi-sectoral collaboration and philanthropic investment.
In her role of professor of Practice and Public Administration program director, she is responsible for the development, implementation, and management of degree and certificate programs in fields related to public administration for the School of Professional Advancement at Tulane University. Her duties include the Fall 2020 launch of a new online master of public administration degree at SoPA.
“Public Administration touches every area of our lives,” Dr. Leak Francis said. “Our program will help build capacity in this space by preparing forward-thinking public service leaders who can successfully navigate the complexities of today’s society. I am excited to launch our new master of public administration degree and look forward to working with faculty, staff, students and community partners to build a program that meets critical societal needs.”
Dr. Leak Francis holds a B.A. in English from Hampton University, as well as an M.A. in Sociology of Education and a Ph.D. in Higher and Postsecondary Education from New York University – Steinhardt School of Culture, Education and Human Development.
