NOTICE OF REVIEW AND PUBLIC COMMENT PERIOD

CONSOLIDATED PLAN WINSTON-SALEM/FORSYTH HOUSING CONSORTIUM

 

Notice is hereby given by the City of Winston-Salem and Forsyth County regarding the availability of documents for review and comment pertaining to the draft 2026-2027 Annual Consolidated Housing and Community Development Plan for submission to the U.S. Department of Housing and Urban Development (HUD) as follows:

 

The 2026-2027 Annual Plan reflects the fourth year of implementation of the 2024-2028 Five-Year Consolidated Plan (CP).  The CP is the process of planning and applying for federal funds that are provided to communities on an entitlement basis: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) funds. The CP is a combined plan of the City and County as the Winston-Salem/Forsyth Housing Consortium and is a prerequisite to Consortiumfunding under the HOME program.
2026-2027 Annual Plan implementation includes proposed expenditures from Federal Fiscal Year(FFY) 2026 appropriations of CDBG ($2,026,576), HOME ($1,177,149.91), ESG ($178,368), and HOPWA ($907,155), Continuum of Care, Housing Finance fund balance, carryover G.O. bond and related pandemic and disaster funds, and projected program income revenues with a projected total from all fund sources of approximately $10 million. A portion of the projected total includes available resources, derived from unexpended prior year funds, which have been allocated to projects and activities to be implemented during the 2026-2027 program year.
Proposed program activities to be undertaken are single-family housing rehabilitation, including emergency repair, removal of architectural barriers and control of lead-based paint; new construction of single-family and multi-family housing; mortgage financing for first-time home buyers, with or without rehabilitation; rental assistance; services for the homeless; small business loans; public services; and public facilities and improvements that specifically address housing and economic self-sufficiency. Funds are also budgeted for program administration.
The final CP will be submitted to HUD by June 2, 2026, following public review and comment beginning April 27 and ending May 27, 2026 and review and approval by the City Council at the June 1, 2026 City Council meeting.

The draft 2026-2027 Annual Plan will be available for public review and comment beginning Thursday, April 27, 2026 through 5:00 PM on May 27, 2026. Comments can be submitted by email to hcsd@cityofws.org (Con Plan Comments in subject line) or mailed to Con Plan Comments, Neighborhood Services Department, City of Winston-Salem, PO Box 2511, Winston-Salem, NC 27102. The draft may be viewed at https://www.cityofws.org/2823/Planning-and-Reporting , or at the following locations:
